This is a 1991 TV film based on the novel by Catherine Cookson. It won an International Emmy for Best Drama. Set in the rugged north of England in the 1830s, this dramatic romance centers on Riah Millican, a strong-minded widow who becomes housekeeper to the reclusive Percival Miller, who showers Riah with gifts until she finds out the perversion behind his generocity and vows to leave his house forever. Although Biddy, Riah's bright yet willful daughter, is considered as a girl of lower class who doesn't read nor write, she learns Latin and French with the help of Miller. After Miller's death, Biddy starts to work as a housemaid for another noble house, and is bullied by the head of housemaids. However, Biddy finds the happiness that has eluded her mother as she catches the eye of a wealthy young man. The story is somewhat like a Cinderella tale, but it contains more than that. Find it out by yourself.

Catherine Cookson's strengths include showing sides of 19th century life missing from most costume dramas, including working class conflict, homosexuality, and the brutal life below stairs. Her weaknesses include episodic, melodramatic stories, and Black Velvet Gown is more so than most. Janet McTeer is magnificent as the towering matriarch, but Bob Peck, whom I dearly love, is miscast as a peevish intellectual. The daughter's story could have used another episode to make its twists and turns more plausible.
